Roll a Scenario and Pick a Starting Hex. Declare Or roll its Setting. Decide the distance to your scenario goal and indicate it on the Hex Grid.

Roll and fill in as many or as few Hexes as you like to start. 

For each New Hex you Adventure into, Roll as much or as little as you like.
